Willie Nelson arrested for cannabis possession

Country star Willie Nelson, a long-time activist for the legalisation of marijuana, has been arrested for cannabis possession. The singer could spend up to six months in prison, with a Texas sheriff promising "to make him cook and clean".

"We treat him like anybody else," sheriff Arvin West told the El Paso Times. Nelson, 77, was en route from California to Austin, Texas, where he owns a ranch. Cruising the highways on a bus called the Honeysuckle Rose III, Nelson came to a border control stop at 9am on Friday morning. Even at that early hour a suspicious smell allegedly wafted from inside the vehicle. Agents searched the bus, discovering six ounces (170g) of marijuana. Nelson reportedly admitted the drugs were his and was taken to Hudspeth county jail.

"He said he feels great," harmonica player Mickey Raphael told Rolling Stone. But although Nelson posted $2,500 (£1,600) bail, sheriffs say he may return for a longer stay behind bars. "He could get 180 days in county jail," West said. "If he does, I'm going to make him cook and clean."

In 2006, Nelson narrowly avoided jail after being arrested for cannabis possession in Louisiana. Officers seized more than 20 ounces (567g) of marijuana and 3 ounces (85g) of magic mushrooms; he was later sentenced to six months' probation. "Both bus drivers were over 50 years old," Nelson explained at the time. "The other guys were 60 years old. My sister is 75, I'm 73, so it's like they busted an old folks' home." In January, six members of Nelson's band were charged with possession of moonshine and marijuana in North Carolina.

Nelson, famous for singing songs such as Always On My Mind and To All the Girls I've Loved Before, is a supporter of marijuana legalisation. He sits on the advisory board for the National Organization for the Reform of Marijuana Laws and has organised fundraisers for the group. "It's a matter of time," he said in 2008, "a matter of education, a matter of people finding out what cannabis, marijuana is for, why it grows out of the ground and why it's prescribed as one of the greatest stress medicines on the planet."

MS sufferer from Great Kingshill calls for change to policy on cannabis drug

A 66-YEAR-OLD who suffers from multiple sclerosis has called for a cannabis-based drug to be prescribed by the NHS in Buckinghamshire.

Sativex, an oral spray designed to reduce pain, has taken 11 years to develop and was first licensed by NHS in June this year.

The move was widely welcomed by MS sufferers and campaigners, but it was decided that NHS Buckinghamshire, the county's primary care trust, would not routinely prescribe the drug.

It was labelled a “low priority” and not cost effective in July, leaving Great Kingshill resident Peter Bridger disappointed.

The dad-of-four had been on a trial for Sativex for four years, but came off the drug 18 months ago when the trial ended.

He said: “It really really worked. As soon as I came off it my waterworks went haywire and I had to be fitted with a pipe through my tummy.

“It helped with the spasms, the bladder problems, the pain and the dizziness – that's four of the main five symptoms.”

NHS Buckinghamshire does fund Sativex, but only in exceptional circumstances.

It said it welcomes an application by Mr Bridger for his case to be considered by a funding review panel.

Mr Bridger said he will prepare an application, but believes the drug should be routinely proscribed. It costs £11-a-day to buy privately.

The MS Society shares this view and Dr Jayne Spink, a director of the charity, said: “We’ve been overwhelmed by enquiries from people across England who are struggling to access the treatment; it’s clear it’s subject to a postcode lottery.”

“The reality is that people with MS living in this area face a complicated and time consuming process to get Sativex, where as people in other parts of England are using and benefiting from the drug now.”

NHS Warwickshire is one primary care trust which does prescribe it.

Mr Bridger, a former engineer, believes there is a stigma surrounding cannabis, which may have affected the thinking of the NHS in Bucks.

He said: “It's the fact it's made from cannabis and all the feeling that provokes, there's a fear of it and that gets in the way of the science."

Jenny Murray, a spokesman for NHS Buckinghamshire, said: “We are committed to carefully considering each case and processing funding requests as quickly as possible, paying particular attention to the evidence of safety and effectiveness of the proposed treatment and the individual circumstances of the patient.”

She said if sufficient information is provided for the panel, decisions about funding cases take no longer than six weeks.

Prop 19 to legalise marijuana defeated in California

The movement to legalise marijuana suffered a blow as a ballot proposition that would have allowed the growth, use and taxation of the drug in California was rejected by voters.

The loss of Proposition 19, though not unexpected, was still a disappointment to many of those who had fought and campaigned hard for a measure that had won a lot of support for a subject once considered politically taboo.

The movement was based in the Bay Area city of Oakland and spearheaded by Richard Lee, founder of Oaksterdam University, a cannabis business school that is flourishing around the already legal medical marijuana trade.

At a party that had been intended as a victory celebration but turned into a wake, Lee promised that the movement to legalise the drug would fight on. Clutching a bag of marijuana buds Lee, who uses a wheelchair, said Prop 19 was just part of a long-term struggle that would be back. "We need to do a better job of building a state-wide organisation to educate voters that prohibition is hurting them," he said.

In California, at least, that might not be too hard. The medical marijuana industry has already made the drug commonplace over large stretches of the state, where it is widely available with a doctor's prescription and dispensed in cafes. Though nominally for medical use only, there are few controls on who gets prescriptions and what for. It is even dispensed in the form of marijuana-infused ice-cream.

In downtown Oakland, several city blocks have undergone urban renewal because of Oaksterdam and the numerous marijuana-themed gift shops and cafes that surround it. The businesses also bring hundreds of thousands of dollars each year to the city's cash-strapped coffers in the form of local taxes.

But full legalisation has for now been defeated. Not least among the reasons was the fact that the federal government – in the shape of attorney general Eric Holder – had vowed to crack down on any legalisation process, using federal authority.

Lee said that position had made the campaign in support of Prop 19 very difficult. "It is tough when you have to go against your own federal government and the attorney general," he said. "That is a tough thing to battle."

He added that the high level of support for Prop 19 should at least help the cause of stopping being jailed for using, growing or selling the drug. "45% of people voting for it makes it hard to lock people up for it," he said.

The mood among activists was not all doom and gloom. They have said all along that the process was about starting a debate. "We've already won in terms of education. We are making the case that prohibition of marijuana is wrong and people will eventually come around to it," said pro-Prop 19 volunteer Rosalinda Montez Palacios.

Mr Nice: Howard Marks interview

Notorious drug smuggler Howard Marks was once Britain's most wanted man.

Now, as a new film tells the story of his extraordinary life, the adopted Loiner talks Rhys Ifans, ex-wives and his new career as a crime writer. Interview by Grant Woodward.

Howard Marks was once famously described as sounding like Richard Burton while looking like a Rolling Stone.

That, together with his rollercoaster life as an international cannabis smuggler, has always made him perfect fodder for the big screen treatment.

Sure enough, this week sees the release of Mr Nice, the movie based on his bestselling autobiography of the same name. The only surprise is that it has taken someone so long to make it.

By the mid-1980s, Marks had 43 aliases (including the aforementioned Mr Nice), along with 89 phone lines and 25 companies operating throughout the world.

He was smuggling consignments of up to 30 tons of cannabis from Pakistan and Thailand to America and Canada and had contact with organisations as diverse as the CIA, MI6, the IRA, and the Mafia.

His motivation, apart from the obvious financial benefits, was his belief that the drug should be legalised. He even went so far as to stand for parliament on the issue in 1997, once he'd served seven years of a 25-year jail term at one of America's toughest prisons.

Now 65, Marks says he thinks the filmmakers have done a "first-class" job translating his story for the screen. Though he admits the experience of watching your life play out in front of you is a bizarre one.

"It's obviously different from seeing any other film because it all seems strangely familiar," he says, in his distinctive South Welsh burr.

"A hell of a lot has been cut out from the book because otherwise it would have to be about a week long, so it differs a bit in that respect.

"They had to make a few fictional shortcuts just to hold the whole thing together. For instance, they had to roll a couple of my ex-wives into one... which I suppose is what I was trying to do at the time," he chuckles.

"But as far as capturing the emotions and tensions I think it does a better job than the book, just because you have the sensory input of the film format which lends itself to creating a much stronger emotional impact."

In a part he was seemingly born to play, the role of Marks is filled by fellow Welshman Rhys Ifans, who brings a rakish charm to the character as he plots daring deals with eccentric accomplices, while all the time trying to keep one step ahead of the authorities.

Marks reveals the idea of Ifans playing him had been a done deal for more than a decade, after the pair met while hanging out with rock band Super Furry Animals.

"Yes, Rhys and I pretty much shook on that about 14 years ago," he says. "Just before he became a famous actor and before Mr Nice had been published we had a drunken conversation in Cardiff.

"We agreed that if my book was ever published and if it was ever made into a film, and if he did ever become an actor, it would be alright if he played me. And there's never been any other choice in my mind since then."

Given their obviously close friendship, it surely wasn't too much of a stretch for Ifans?

"No, he didn't really need to do any studying because we're good friends and see each other pretty regularly. He asked me the occasional question, what lullaby I'd sing to my kids and stuff like that, but that was about it.

"There are some very funny bits in the film but there are some sad moments in there as well. The stuff in Terre Haute Penitentiary (where Marks was imprisoned) brought back memories. Not altogether bad ones, but a few bad ones, yes.

"As far I was concerned they had full licence to do what they wanted with it because once you sell the rights to something that's it. But I thought they did an excellent job."

Marks, whose partner works as a teacher in Leeds, moved to the city about five years ago and lives in a waterfront apartment.

"I love it," he says. "I've got my own bar there (he is involved with Brewery Wharf bar Azucar) which makes things easier."

For the last two years he has been concentrating on writing crime fiction and his first novel is due out next March.

Set from the mid-1970s to the present day and based around drugs and corrupt cops in Cardiff, he says a lot of it is written from personal experience.

But before that he is heading out on another tour of his hugely successful one-man show, An Audience with Mr Nice, stopping off in his adopted home city later this month.

"It's all a bit hyperactive at the moment," he says, clearly relishing every minute of his busy schedule. "But yes, life seems to be going pretty well."

Exclusive interview with Green House Seeds

We caught up with the guys at Green House Seeds to find out what they're up to and we've put together this exclusive interview just for you!

Q: We’ll start with an easy question. What’s your favourite strain of cannabis?

A: My favourite strain is Super Lemon Haze. This has a fruity Hazy taste and it lasts a long time. Especially with a vaporizer it is great!

Q: How did you get into producing seeds?

A: When we won the first Cannabis Cup in 1993 people asked us for the seeds of the winning strains. Our coffeeshop at that time was unique in Amsterdam. We were specialised in Cannabis and not so much in hashish. Also the strains we had were very unique. We were breeding strains that nobody had. After so many people had asked us we started to produce seeds.

Q: You cleared up again at the 2009 HTCC, giving you a total of 34 wins. What’s the secret of your success?

A: Our secret, in my point of view, is that we are always looking for something new. Coloured seeds, terpen profiles, Strain Hunters, grow DVD, these things are quite innovative. We also do our own fieldwork, so we know what we're talking about.

During Cannabis Cup we try to spent time with all the people who come to visit us. So they feel special and they are. We have met over the years unique people with many crazy and funny stories.

Q: Last year you introduced colour-coded seeds, what will be your next innovation?

A: I cannot tell too much about our new projects, but I can tell that we work at the moment with strains with low THC and high CBD’s. Very interesting for medical patients.

Q: In 2008 you embarked on the first Strain Hunters expedition to Africa, and in 2009 you went to India. Have you got another expedition planned, and if so, where do you plan on going?

A: In 2010 we planned Strain Hunters in Morocco. Also in 2011 we have planned two or three new Strain Hunter movies. The countries we keep secret because you have to understand that governments are not waiting for us with open arms. Some situations are potentially dangerous and very risky.

Q: When do you plan on releasing the genetics found from Strain Hunters?

A: Well new strains from Strain Hunters will take a few years. To make new crosses until F5 you need about two years.

Q: One of our most asked questions is when some of the new strains, particularly Chemdog, will be released. Do you have any dates yet?

A: Jack Herer is available now and Chemdog will be out in the end of the year. In seed production some strains are more fertile than others. So Chemdog needed a little more research.

Q: Finally, do you any more strains or anything else in the pipeline?

A: We are working on many strains at the moment but as you understand I cannot tell anything about it.

So for those that might question my breeding techniques, or have seen or read or heard that my techniques are good or true.. Here is what’s what so everything is on the table...keep in mind I didn’t get into breeding because I wanted to be a breeder I got into breeding because I found out some of my cuts got into the hands of probably the worst breeder to have them fall into the hands of REZDOG. Me and him were already at each others throats before he manage to finagle them...

On my SFV projects. Here is exactly how and or what’s what...

I received pollen from capt he gave me afghani#1 pollen. I then hit my SFV OG Kush clone. Thus creating f1's this was seriously 2 years ago. I will put an exact date when I go through the records and see. I made the f1's ran those and chose a good male and female to make f2's. I didn’t have too many beans to work with so I was just hoping to get lucky and I did. I then took the clone of the male I had and grew him out and made the OG Kush F2 and BX1 seeds. Once I harvested the f2's I ran about 150 of them to find what I was looking for to continue the line. The SFV OG Kush phenotype closest to the mom... I had around 50 females and 20 males to choose from. After grabbing clones and running the moms to find what I was looking for. I narrowed it down to around 10-20 ladies and I believe 1-2 males... I then vegged the clones from the perspective mother and flowered them, these f2's were pollinated by the male I chose, creating f3's. From the f1 to the f3 I spent a solid year and a half on, it also helps having a few flowering spots to work with though, not just one spot ya know. After harvesting the f3 seeds I ran again about 200 of them this time. I like to select from large lots not 20-30-even 50 seeds. I like selection. After the start of the f3's I saw a lot of uniformity in the plants once I grabbed clones from them, I flowered them thus resulting in some serious selection and culling... some were killer but to tall and lengthy, some where not to dank, some were really dank but didn’t yield, some were just right... I ended up with a serious stud male out of about 25 different dudes. And shit I don’t even know how many ladies about 50 that were what I was looking for... after harvest on them and smoke and features and this and that I ended up with 20 ladies that I was in love with.. I worked them down to the top 3... Which I am flowering out with Chemdawg and master Kush to get my smoke on with as its fire dank just like mommy but from seed. Hahahaha I love it... so my stud male hit the ladies making me an ass load of f4's. I have f4 seeds of OG Kush and BX2 seeds... I have taken me 2 years and probably 1 maybe 2 months to get here... so this isn’t no rush job and it isn’t just a quick thing like some might say... I have put some serious time and effort into making sure these babies are just like the mom and I am doing my best to represent the SFV OG Kush to its truest form via seed.

When I do my f5 I will once again start around 150-200 seeds to narrow down to the one stellar lady and dude. The f5 I make will be SFV OG Kush in seed form male female true to its mommy...

George Michael sentenced to eight weeks in jail

LONDON – George Michael was sentenced to eight weeks in jail and lost his license for five years Tuesday for driving under the influence of drugs when he crashed his car into a London photo shop.

A British judge told the wayward star his addiction to marijuana put him and the public at risk.

The former Wham! singer pleaded guilty last month to driving under the influence and possession of cannabis following a July 4 collision between his Range Rover and a Snappy Snaps store in north London.

District Judge John Perkins told the singer he had taken a "dangerous and unpredictable mix" of prescription drugs and marijuana.

"It does not appear that you took proper steps to deal with what is clearly an addiction to cannabis," the judge said. "That's a mistake which puts you and, on this occasion, the public at risk."

Perkins sentenced Michael to the prison time and a 1,250 pound ($1,930) fine during a hearing at Highbury Corner Magistrates' Court.

The judge said Michael would have to serve four weeks of the sentence in prison and the rest on parole.

Michael arrived at court in a chauffeur-driven car, surrounded by four security guards and greeted by a large crowd of fans and photographers. He left with court guards who led him from the courtroom toward the cells, as one person in the public gallery sobbed.

According to police, Michael appeared "spaced out" when they found him sitting in the car, whose engine was still running, in the wee hours of July 4. He acknowledged smoking marijuana and taking a prescription sedative, prosecutors said.

It was the latest in a string of automotive and drug-related mishaps for the 47-year-old star, who has often spoken of his fondness for marijuana.

In February 2006, he was found slumped at the wheel of his car at London's busy Hyde Park Corner. That April, he hit three parked cars while trying to maneuver out of a parking space, and admitted being "a terrible driver."

In October 2006, he was found slumped over the wheel of his car as it blocked an intersection. He pleaded guilty to driving while unfit through drugs and was sentenced to community service.
Michael's lawyer, Mukul Chawla, said the singer felt "profound shame and horror" at his actions.

"It is no exaggeration to describe him as a very kind, considerate and loyal man, constantly concerned for the plight of others," Chawla said. "The prospect he could have put anyone else in danger is an appalling prospect to him."

The judge said he was sending Michael to jail "with regret," and had taken into account his guilty plea and the fact that after the crash he had checked into a clinic to seek help for anxiety, depression and insomnia.

But he said Michael's previous conviction made a prison sentence inevitable.

Michael sighed as sentence was passed. His long-term partner Kenny Goss buried his head in his hands.

Michael gained mega-stardom in his early 20s as half of Wham! and went on to a successful solo career. His first solo album, 1987's "Faith," sold 20 million copies.

In 1998, he was arrested for lewd conduct in a public toilet in Los Angeles after being spotted by an undercover police officer. Michael went on to release a single and video, "Outside," that poked fun at that arrest.

Cannabis can "reduce nerve pain"

Smoking cannabis has been proven to ease pain for people suffering from nerve damage, in possibly the first scientific test to study inhaling the drug.

Canadian scientists tested four different potency levels of herbal cannabis in 21 patients aged between 25 and 77, and found smoking also reduced anxiety and depression.

Patients with chronic neuropathic pain resulting from surgery or traumatic injury were asked to smoke 25 mg from a pipe three times a day, and researchers found no one suffered serious side-effects.

All those inhaling the most potent drug, which contained 9.4% of the active ingredient THC, reported feeling "high" and euphoric on one occasion, but said they felt less pain, anxiety and depression, and slept better.

Some of these patients said they experienced headaches, dry eyes, dizziness, numbness, coughs and a burning sensation after puffing on the pipe, but none showed a significant change in heart rate, kidney function or vital signs.

Previously, clinical trials used cannabis extract in pill form to treat certain types of pain, to avoid claims of patients getting high. It is thought this report, published in the Canadian Medical Association Journal (CMAJ), is the first to study the effects of smoked cannabis.

George Michael Charged With Drug Possession

Singer George Michael has been charged with possession of cannabis and driving while under the influence of drink or drugs.

He was arrested near his home in Hampstead in the early hours of July 4 after a minor car crash outside Snappy Snaps, the photographic shop.

The star was charged on Thursday morning and freed on bail.

He will appear before Highbury magistrates on August 24.

"Early one Sunday morning, about a month ago, he had been to the Gay Pride March in London and there was a minor collision between his car and a building," said Sky News' crime correspondent Martin Brunt.

"He was arrested and tested by police. He was bailed and when he returned to the police station in Camden this morning he was told that he would be charged with possession of cannabis and driving while unfit through drink or drugs.

"He has been given bail again and will appear in court in about two weeks time where he will face those charges.

"We don't know whether he will plead guilty or not guilty.

"This is not the first time he has been in this kind of trouble. He has openly talked of his dependence on cannabis and his efforts to try and reduce his intake."

Pot Bylaw Sparks Legal Fire

Chilliwack is looking at a bylaw to stop licenced medical marijuana growers from growing pot for other licence-holders, “similar” to one introduced recently in Pitt Meadows.

Coun.  Chuck Stam, who chairs Chilliwack’s public safety committee, said abuse of the medical marijuana licensing system is a growing problem here, with several licence-holders “parking” their licences on one property, growing more plants than legally permitted.

And Health Canada is not living up to a commitment to inspect the sites to ensure compliance with the rules, he said.

But medical marijuana users and activists say it’s unfair to “punish” all medical marijuana patients because of the actions of a few, and they’ll challenge the Pitt Meadows bylaw in court.

“We don’t need new laws to punish all patients for the actions of one or two who break the rules,” said Norm Smith, a medical marijuana licence-holder in the Fraser Valley.

He said many patients like him suffer physical disabilities that prevent them from growing their own marijuana.

“( The bylaw ) is going to make life tough for people who already have the toughest life out there,” he said, pointing out that medical marijuana is authorized by doctors only as a “medication of last resort.”

Last month, PItt Meadows council gave preliminary approval to a bylaw amendment that clarifies that growing pot for other medical marijuana patients is a home-based business, which is already banned in residential zones.

Growing medical marijuana with a licence will still be permitted in the city.

Pitt Meadows director of operations Kim Grout said the bylaw is aimed at “commercial-type undertakings where someone is being paid to grow for someone else.”

Under the federal regulations, a licence-holder is allowed to grow marijuana for two other licence holders.

Police in Maple Ridge recently seized 1,744 pots plants at a medical marijuana grow-op that was licenced for a maximum 73 plants.

But Smith said most medical marijuana growers are “very much ‘by-the-book’ because they don’t want to lose their licence …  they play by the rules.”

Dana Larsen, a pot activist who operates a medical marijuana dispensary in Vancouver, said if municipalities are worried about potential hazards of home grow operations, they should licence and regulate them.

“They would be no more dangerous than growing orchids in your home,” he said.

City inspectors could visit the home, he added, and for a fee verify the grow operation meets safety standards, “instead of driving them underground and making it more dangerous.”

Vancouver lawyer Kirk Tousaw, executive director of the pro-marijuana Beyond Prohibition Foundation, agreed.

He believes the Pitt Meadows bylaw is “discriminatory” and “based on a whole bunch of myths and misconceptions about producing marijuana.”

“I certainly think it’s not within the jurisdiction of municipalities,” he said, and may be a violation of constitutional rights.

A Health Canada spokesman declined comment on the legal questions raised by the Pitt Meadows bylaw, but said the department is “monitoring the situation” and is considering reforms to the access to medical marijuana regulations.

But Victoria city councillor Philippe Lucas said he’d be “amazed” if Health Canada took any action against the Pitt Meadows bylaw, as the department does “as little as possible to meet their constitutional obligations.”

He said one million in Canada use medical marijuana, but only 5,000 licences are issued, while in Oregon the same number of licences are issued among 35,000 users.

“We have some significant problems with the bureaucracy,” he said.

But Lucas said he has “every confidence that users will challenge these laws” being considered by municipalities.

Patients denied cannabis spray

A CANNABIS-based drug that may relieve symptoms of multiple sclerosis will be denied to Calderdale patients.

NHS Calderdale has confirmed the oral spray Sativex will not be routinely funded for the area's estimated 300 sufferers.

The newly-licensed medicine contains cannabinoids, extracted from cannabis plants, which can help to relieve painful muscle spasms.

There are fears that blocking its use could criminalise patients, who may resort to taking the class B drug instead.

MS sufferer Richard Schofield, from Halifax, said: "Some people say smoking it or having it in a cake does alleviate their problems and I'm quite sure there would be people who would go ahead with it."

Mr Schofield, who said he is satisfied with the medication he is prescribed, added: "For me personally, I don't think Sativex would be of any benefit at the moment, but I'm sure for some people it may well be an answer."

Mr Schofield's wife Liz, a support officer at the Halifax branch of the MS Society, said: "Living with MS is difficult and the symptoms can be very debilitating - anything that helps people manage their condition is good news and it should be made available if there is a clinical need."

The spray has been approved by the Department of Health and was licensed for the first time in the UK in June by the Medicines and Healthcare products Regulatory Agency.

The medicine costs £125 for a 10ml vial - around £11 per patient each day - and the decision to fund it will be down to individual primary care trusts.

NHS Calderdale said it had rejected the drug on advice from the Yorkshire and the Humber Specialised Commissioning Group.

A spokesman for the group said: "We agreed that Sativex does not provide enough benefit to patients to justify its high cost. We also thought that this medicine had not been tested over a long enough time to be able to tell if it will work safely in people with multiple sclerosis, who often need treatment for many months or years."

Laura Weir, head of policy and campaigns at the MS Society, said: "It is extremely unfortunate that Yorkshire and Humber Specialised Commissioning Group have advised PCTs to not fund Sativex. 

"People with MS urgently need access to effective treatments and therapies - this decision is yet another example of the continuing postcode lottery that people with MS face."

Morocco: Marijuana Economy Goes up in Smoke

For generations this remote mountainous town has been the heart of Morocco's cannabis-growing area, where growers earned a reasonable living from cultivating marijuana.

Although growing cannabis was officially illegal, authorities turned a blind eye and farmers had fields of the leafy green weed.

But now farmers are angry that they are being forced to pay bribes to local police to continue growing the crop.

In this village, in the heart of the Rif Mountains, thousands of farmers protested while the police and the army watched helplessly.

“Long live the king!” chanted the crowd, invoking Morocco’s ruler as a shield from police repression. “Stop stealing from us!”

Thousands of families live off the cultivation of cannabis in this region that stretches more than 11,000 square miles. The growing of cannabis is commonly referred to as "the culture of kif," (kif is a term for the dried bud of the female marijuana plant). Farmers say the area's harsh climate makes it impossible to grow anything else.

Although it is illegal to cultivate cannabis, it remains one of Morocco’s most lucrative sources of income. Morocco is estimated to have grown 53,000 tons of cannabis in 2005, according to the most recent figures from the United Nations Office on Drugs and Crime. Most of the marijuana is processed into hashish. European countries complain that Morocco is the prime source of the cannabis smuggled into their territories.

The Moroccan government claims to be cracking down on hashish production in accordance with several international treaties.

Since 2003, Morocco has received $28 million euros from the European Union to eradicate the cultivation of cannabis. In addition the United States has given $43 million, between 2005 and 2012, to help farmers find new crops to replace marijuana.

In the past year, Moroccan authorities have cracked down on cannabis production using different strategies, including burning fields.

Marijuana is still openly grown in the villages in the Rif mountains but the farmers claim that their already meager income is now being dramatically reduced by authorities who demand bribes to allow the cultivation to continue.

"There are no alternatives in this region — we are currently in the fifth generation of kif culture — this region needs assistance,” explained Abdellah Ljout, a local representative and social activist. “People are not saying they want to cultivate cannabis. They say they want to survive. They are ready to stop if they find another dignified way to earn a living."

Ljout said he thinks the solution starts first with the political will to eradicate the illegal crop in a region where cannabis has been cultivated for more than 100 years.

The Moroccan government — which declined to comment for this story — enforces the law erratically, he said.

Attempts by police to search one farmer's house for cannabis sparked the anger of the local population. Military and police trucks surrounded the house at 4 a.m. on April 10. But the farmer’s wife barred entry and dozens of neighbors gathered around to support the family.

The next day, an estimated crowd of 10,000 people — mostly young men — gathered in the main street of the village to voice their anger.

Villagers say that the local authorities regularly threaten them with warrants to prevent them from talking. They make sure farmers know that they can arrest them at any time they choose. The authorities invoked the presence of illegal weapons as an excuse to search the house.

"They accused us of having weapons and I told them we did not have any. A policeman checked my father-in-law's house and didn’t find anything,” said Abdelouaret El Bohidi, a cannabis farmer. ”Here, everyone knows each other. They know there aren't any weapons and that we are against weapons.”

In the region, there are a few palatial houses owned by a handful of farmers and middlemen who have profited from cannabis cultivation and the production of hashish. But the vast majority of locals struggle to earn a decent living in the face of obligatory bribes and poor weather conditions.

El Bohidi produces about 10 kilos a year that he sells at $300 each. He says that he has no choice but to bribe the local authorities. But it was the bribery payments to local authorities that brought these cultivators to break their silence.

"This is everything I own: I use it to buy grains, wheat, oil, soap, school books. I use it to pay electricity,” said El Bohidi, referring to a bag of marijuana. “If they take this from me, I will lose my mind. I won’t have anything left to feed my children.”

One farmer who asked to remain anonymous out of fear of retaliation said that two or three times a year he has to bribe the authorities. They usually come to his house and bargain over his freedom.

"If you don't give them anything, you go to jail,” he said. “They have nothing to lose. They throw you in jail to set you as an example to the others."

The farmers want the government to take a strong stance to stop the harassment for bribes.

"If they want to forbid us to cultivate, they should tell us on television, or our elected officials should tell us,” said Mohamed Amaghir, another farmer. “We will cultivate something else if they give us the means to do it. All we are asking for is a piece of bread and nothing else."

'Decriminalise personal drug use', suggests chairman of the Bar Council

Nicholas Green QC, the chairman of the Bar Council for England and Wales, said it was “rational” to consider “decriminalising personal drug use”.

Taking such a step would save the economy billions of pounds – drug-related crime costs the economy £13billion a year - free up police time, cut crime and improve public health.

However campaigners and MPs rounded on the remarks, made in a newsletter to barristers, saying it sent out the wrong message on drug use.

Mr Green, who runs body which the 4,500 criminal and defence barristers, said: “A growing body of comparative evidence suggests that decriminalising personal use can have positive consequences.

“It can free up huge amounts of police resources, reduce crime and recidivism and improve public health. All this can be achieved without any overall increase in drug usage. If this is so, then it would be rational to follow suit.”

Mr Green, who has made his name primarily as an expert in competition law and arbitration issues, said the Council was apolitical and could speak out in favour policies “which work and not those which simply play to the gallery."

And this will save money and mean that there is less pressure on the justice system.”

In the paper which looked at how money coul d be saved in the criminal justice system, Mr Green also spoke out in favour of Ken Clarke, the Justice secretary, who has signalled that fewer criminals should be sent to prison.

He said: “If the prison population could be reduced from circa 85,000 to 80,000 it could save over £200million per annum.

“There is a great deal of research from elsewhere to suggest that a less “bang ’em up” approach to sentencing actually reduces crime.

“The tabloids’ response, which is to throw more people into custody, simply does not work.”

The maximum sentence for using a Class A drug – like heroin, cocaine and ecstasy – is seven years in jail. For lesser Class B drugs - like cannabis - and Class C drugs, the maximum penalties are five years and two years in prison.

Keith Vaz MP, chairman of the Commons' Home Affairs Committee, said: “I am shocked by the suggestion that drugs should be decriminalised for personal use.

“The legalisation of drugs would simply create the mistaken impression that these substances are not harmful, when in fact this is far from the truth.”

“The answer to the issue of drug abuse is not to merely decriminalise it. This is not the best solution for the wider public or the police.”

James Clappison MP, a former member of the Commons’ Home Affairs Committee, said the remarks were “not entirely a helpful contribution to the debate”.

He said: “There seems to be a very strong link between recreational drug use, leading to drug addiction leading to crime fuelled by drug addiction. I would have thought the chairman of the Bar Council would have seen that for himself.”

Philip Davies, Conservative MP for Shipley, added: “It is a ludicrous argument to say let’s legalise drugs to take pressure off the police and the courts. That is an argument to legalise everything.”

Debra Bell, a mother whose son developed severe personality changes after smoking cannabis from the age of 14 with his friends, said: “What is talking about? This will send out the wrong message to youngsters.

“There are children as young as 10 getting involved in drug use. Recreational drugs are addictive – that is why there are controlled.”

Ms Bell, who now runs the “Talking About Cannabis” advice website, added: “For some adults it might not be a problem, but that is not the case for children and adolescents. It divides families.

A spokesman the Bar Council said: “We have not called for the decriminalisation of drugs. Plainly we are recommending an evidence-based approach.”

A Home Office spokesman said: “As set out in the coalition agreement, we want to ensure that getting off drugs for good is a clear goal of drug treatment.

“We will also review sentencing policy to help offenders come off drugs, explore alternative forms of secure, treatment-based accommodation for drug offenders, launch a rehabilitation revolution to break cycles of drug misuse and introduce a system of temporary bans on new legal highs.”

David Cameron Could Be Man To De-Criminalise Cannabis

David Cameron could be the man to de-criminalise cannabis as the most "drug-experienced" PM, a former government adviser has claimed.

Prof David Nutt insisted he was optimistic there would be changes in the British narcotic laws.

He commented: "UK politics itself has in recent years been a major block to rational debate.

"Perhaps this will change now David Cameron is Prime Minister as he is the most obviously drug-experienced person to have held this post, having been caught using cannabis as a schoolboy at Eton (for which he was not expelled)."

Prof Nutt, a former chairman of the Advisory Council on the Misuse of Drugs, told the academic journal Prometheus: "As an MP, he served on the science and technology committee and took a progressive view on drugs arguing that MDMA [ecstasy] was inappropriately positioned in class A.

"Soon after he became the leader and repeated this view, and within hours was dragged before the party grandees and told that this was not the way to win power, so he publicly retracted this view.

"It will be interesting too see what line the Government takes on drugs in general and school expulsion for possession."

Prof Nutt, who now teaches at Imperial College London, said UK drug laws are "unscientific and unjust". The expert wants more action against alcohol and less tough action against ecstasy.

He even blamed an ecstasy crackdown with heavier prison sentences as a possible cause for more boozing, saying: "It could be argued that the rise of binge drinking in the 90s might have been driven by concerns over potential criminalisation for possession."

Prof Nutt was sacked by former Home Secretary Alan Johnson when he launched a campaign for the de-criminalisation of cannabis.

He added: "It is critical the Government takes the Lib Dem approach with an independent committee to assess drug harms. The statement by science minister David Willetts that he regrets the processes that lead to my sacking is a sign of a better approach."
